标题：新能源汽车产业取得扎实进展。

2012年是我国新能源汽车“十城千辆”示范推广的收官之年，也是我国新能源汽车进入万辆级的起步之年。

党的十八大以来，我国新能源汽车发展突飞猛进，产销量连续7年世界第一，累计推广超过1000万辆。中国已成为全球最大的新能源汽车市场，一批中国汽车品牌迅速崛起。在快速市场化的过程中，中国新能源汽车技术赶上了世界一流水平，开始向世界输出“中国智慧”。

过去10年，我国新能源汽车产销规模实现了跨越式增长，进入了新的发展阶段。

据中国汽车工业协会统计，2012年中国新能源汽车销量为1万辆，2021年销量跃升至1万辆，同比增长率为%。

年销量持续创新高，使新能源汽车推广迈上新台阶。工业和信息化部新闻发言人、运行监测协调局局长骆俊杰表示，截至2022年一季度，我国新能源汽车已推广至1033万辆，成功突破1000万辆大关，我国新能源汽车产业进入规模化快速发展新阶段。

“经过十几年的培育，强大的政策、企业的创新、消费者认识的加深，都形成了新能源汽车发展的合力。“中汽协常务副会长兼秘书长傅表示，产品越来越丰富，核心技术更加成熟，消费者接受度更强，加上智能网联的加持，形成了新能源汽车领域快速增长的局面。

值得一提的是，在新能源汽车快速发展的过程中，中国汽车品牌抓住了机遇，呈现出蓬勃发展的态势。数据显示，今年一季度，中国品牌新能源乘用车累计销量同比增长1.5倍，高于市场整体增速。在乘用车总销量中，中国品牌占75.1%，比去年同期提高2个百分点。

在自主品牌新能源汽车销量快速增长的过程中，比亚迪、吉利、SAIC、奇瑞等传统车企正在发挥重要的推动作用，而以蔚来、理想、小鹏为代表的造车新势力正逐渐成为市场的重要支撑。2021年，拥有强大互联网基因的百度和小米进入造车领域。汽车领域的企业构成更加丰富多彩。既有国企也有民企，也有外商独资企业和合资企业，呈现出百花齐放、齐头并进的良好局面。

作为新能源汽车的“标配”，我国充电基础设施建设也在提速。联盟数据显示，截至2022年4月，全国充电基础设施累计1万台，同比增长81.9%。市场需求旺盛，政策环境良好，充电桩企业呈现井喷式增长。天检数据显示，近五年成立的充电桩相关企业有100家，近一年新成立的充电桩企业达到100家。

走向市场化

10年的辉煌，背后是中国坚定不移的政策支持，也离不开市场化发展的强力推动。

政策驱动在我国新能源汽车发展中发挥着重要作用。在全球新能源汽车起步阶段，中国推出了用传统车辆燃油税收入补贴新能源汽车的制度，在推动新能源汽车的市场应用方面向前迈进了一大步。得益于大规模的市场应用，我国的电池、电机、电控等新能源汽车核心技术发展迅速。

以电池为例，在大规模市场应用中，能量密度、安全

总结我国新能源汽车的发展经验，全国政协经济委员会副主任苗伟总结为五点：一是社会主义制度的优势，集中力量办大事；二是抓住“变道超车”的纯电驱动发展机遇；三是保持战略定力，坚持一张蓝图干到底；四是构建以企业为基础的创新体系；第五，政府从顶层设计、技术创新、标准体系、财税政策等方面给予指导。

10年来，在政府的大力推动下，各部门密切配合，补贴、税费等优惠政策加速了新能源汽车的市场化进程。2021年，中国新能源汽车市场渗透率达到13.4%，私人消费占比从47%提升至78%，反映出中国新能源汽车市场认可度显著提升，产业发展内生动力持续显现。

中国电动汽车百人会副理事长、中科院院士高表示，中国新能源汽车经历了从培育示范期到商业化成长期的过程，进入了规模产业化快速增长期。行业发展从政策补贴驱动转向市场政策双驱动，正逐步进入市场竞争驱动主导的新阶段。

贡献中国智慧

弯道超车一直是中国汽车工业的梦想。与多年来燃油车底盘、发动机、变速箱等核心技术存在的短板不同，在新能源汽车“三电”等核心技术上，我国汽车企业近10年来突飞猛进，部分技术领域已处于世界前列。

在新能源汽车零部件方面，驱动电机技术基本与国外同步，大部分接近国际先进水平；在电机控制方面，基本掌握核心部件的关键技术；动力电池方面，中国企业走在前列。智能网联和自动驾驶领域的技术融合和进化速度也在加快，成为新能源汽车时代中国汽车的亮点。

掌握核心技术，为中国汽车汽车中国“走出去”增添了信心、勇气和雄心。10年来，中国汽车“走出去”的产品结构、区域结构、规模和数量，以及企业出海的信心都发生了很大的变化。产品结构从一开始的商用车转变为乘用车、商用车等车型，出口区域也从东南亚覆盖到欧美、日本等发达国家和地区。

除了销量和售价的提升，我国汽车在海外建厂、国际合作方面也有新突破。10年间，中国自主品牌车企在全球布局上持续发力，多家车企在包括欧美等发达国家和地区设立研发中心，转变了以往在合资合作中只是提供资金、员工和场地条件的被动角色，成为名副其实的技术主导者。

中国新能源汽车产业的进步，令世人刮目相看。之前，我国汽车行业很少参与相关国际组织和标准化组织。如今，在OICA(世界汽车组织)及APEC(亚太经合组织)等汽车对话活动、中俄装备工作组等国际交流平台、众多国际汽车组织及相关标准化组织中出现了越来越多的“中国身影”“中国方案”。“参与世界汽车产业竞争，掌握竞争主动权与话语权，标准、品牌、产品一个都不能少。”商务部国际贸易经济合作研究院学术委员会副主任、区域经济研究中心主任张建平表示。

风雨兼程，绘就亮丽风景。如今，我国新能源汽车发展已渐入佳境，未来仍将持续释放新动能，助力我国汽车产业高质量发展，推动我国从汽车大国迈向汽车强国。(记者刘瑾)

我国汽车产业链存在什么问题(汽车行业供应链管理现状)

受疫情等因素影响，3月份以来，中国汽车出口增速放缓。海关总署最新数据显示，4月份，中国出口汽车17.1万辆，同比增长10.3%，较前3月57.2%的高增速明显放缓。

业内人士认为，随着企业逐步复工复产，产业链供应链趋于稳定，中国汽车海外市场正逐渐回归正常水平。

诸多因素导致出口放缓。

2021年，中国汽车出口突破200万辆，成为世界第三大汽车出口国。

进入2022年后，1月中国汽车出口量再创新高，达到23.1万辆，同比增长87.7%。但根据海关总署公布的数据，3月份中国出口汽车20万辆，同比增长33.6%；4月份，出口汽车17.1万辆，同比增长10.3%，增速连续两个月下降。

出口放缓的主要原因是疫情扩散越来越大，阻断了产业链的供应链。自3月份以来，中国两个重要的汽车生产基地上海和长春的许多汽车制造商和零部件制造商已经减产或停产。例如，一汽集团在长春的五大整车厂，华晨宝马在沈阳的工厂，SAIC在上海的几家工厂以及特斯拉的上海工厂都宣布停产。

全国乘用车市场信息联席会秘书长崔东树表示，受疫情影响，进口零部件出现短缺，长三角地区的国产零部件系统供应商无法及时供货，有的甚至完全停工。此外，物流效率降低，运输时间失控，导致汽车生产不畅的突出问题。4月上海五大车企产量比3月下降75%，长春主要合资车企产量下降54%，其他地区整体下降38%。上海零部件体系的全国辐射效应凸显。

中国汽车工业协会副秘书长陈世华也表示，自4月份以来，汽车行业的产业链供应链经历了严峻的考验。部分企业停产，物流运输受到极大阻碍，生产供应能力大幅下降。

除了生产和物流的压力，国际复杂环境也给汽车出口带来冲击。中国汽车研究院汽车产业政策研究部国际化研究团队指出，当前，俄罗斯、乌克兰局势复杂多变，西方制裁加剧，导致物流延迟、原材料涨价、零部件供应切断等诸多问题，冲击了国内汽车产品出口和产业链发展。

新能源的优势依然突出。

5月24日，装载着24辆成套新能源汽车的铁海联运班列离开广西柳州南方物流中心，经钦州港运往印度尼西亚雅加达。

去年以来，我国汽车出口大幅增长，尤其是新能源汽车的量价齐升。2021年中国新能源汽车出口58.8万辆，今年出口呈现持续强劲态势。海关数据显示，一季度，新能源汽车出口1万辆，同比增长2%；出口额为10亿美元，同比增长10% .

得益于电动化、智能化的优势，中国的新能源汽车在走向发达国家的道路上，比传统燃油汽车要顺畅得多。2021年，中国新能源汽车对欧洲出口增速超过200%，对北美出口增速超过100%。

中国新能源汽车出海，不仅是销售和服务方面，还有海外工厂等全球布局方面。比亚迪相关负责人告诉记者，截至目前，比亚迪拥有6个海外生产基地，在全球设立了30多个工业园区。

中国电动汽车百人会副理事长兼秘书长张永伟表示，新能源汽车出口的爆发式增长是多种因素共同作用的结果。首先，我国非常重视协调传统汽车企业和电动汽车企业的积极性，充分平衡政府和市场的关系，大力推动电动汽车产业发展在管理部门、科研、能源等领域的合作。其次，自主品牌车企在妥善处理各种技术路线的基础上，不仅在动力电池等电动汽车领域实现了关键技术突破，还凭借产品研发速度快、与国内智能芯片公司用户接触紧密的优势，在高级自动驾驶领域成功变道超车。第三，得益于各大汽车公司对消费者多样化需求的及时响应，中国自主品牌聚焦不同细分市场，开发出各种多样化、多功能的产品，满足消费者对电动汽车的多样化需求。

不断提高质量，不断走出去。

未来长安的海外市场份额将超过30%。长安汽车董事长朱华荣表达了这样的决心。今年前4个月，长安汽车的出口销量占总产量的13%，而去年为5%。

崔东树表示，目前汽车产业链上的企业正逐步从救火式的应急响应向常态化的高韧性供应链管理转变。要重建供应链信心，稳定政策预期，建立更强的信息共享体系，让中国的汽车供应链体系保持在世界汽车产业的核心，让中国汽车在世界上有更大的份额。

掌握核心技术，为中国汽车走向世界增添信心。在新能源汽车零部件方面，目前中国汽车企业的驱动电机技术与国外水平基本同步，大部分接近国际先进水平；在电机控制方面，基本掌握了核心部件的关键技术。动力电池方面，中国企业走在前列。

新能源是中国成为汽车工业强国的重大机遇。崔东树认为，国内车企应该加强供应链的应变能力，提高战略规划、管理和执行能力。需要在现有的供应链体系中建立有效的风险监控能力，以便快速准确地评估重大风险对企业销量和利润的影响，并制定相应的应急措施；需要提升相应的核心能力，包括供应链战略设计、动态集成供应链规划、端到端供应链数据透明与协同、运营模式优化等。

车出去了，还得稳定，质量提升。商务部区域经济合作研究中心主任张建平表示，在开放的竞争环境下，汽车产业的竞争力也会得到提升。汽车工业要进一步提升品牌美誉度，提高技术和产品附加值，增强自主创新能力。需要注意的是，汽车企业在拓展海外市场的过程中，要充分把投资和贸易结合起来，用好国内外贸政策，特别是一些零部件领域的政策，充分利用我国与一些国家和地区达成的高标准自由贸易协定的政策支持。(经济日报记者刘伟)
