近日，深圳市发改委、深圳市商务局、深圳市工信局、深圳市交通运输局、深圳市文化广电旅游体育局、深圳市卫生健康委员会联合发布《深圳市关于促进消费持续恢复的若干措施》(以下简称《措施》)，提出深圳新增2万个普通小汽车增量指标。

103010列举了很多鼓励汽车消费的“实招”。

增加2万个普通车增量指标。通过专项摇号活动，分配给仍为摇号中奖且已参加60期以上(含60期)的“落选”申请人。中标者必须购买合格的燃油车或新能源车，购买新能源车的中标者给予最高2万元/台的补贴。

放宽混合动力汽车指标申请条件。允许在深圳登记的只有一辆车的个人购买符合条件的混合动力汽车，并申请上牌指标。

促进二手车交易。扩大二手车周转指标试点范围，向符合条件的二手车法人主体发放二手车周转指标。二手车经销法人购买的二手车销售，减按0.5%的税率征收增值税。

加大新能源汽车在公共领域的推广和使用。统筹推进公务燃油车、警车和国有车辆报废升级为新能源汽车。加快公交车、巡游出租车等到期更换。

开展乘车下乡活动。深汕特别合作区居民在深圳行政区(新区)购买新能源汽车，可按相关规定申请纯电动汽车或混合动力汽车增量指标，享受相关补贴政策。充分发挥深圳作为进驻各对口帮扶地区的前端工作机构的作用，加强政企联动，推进汽车下乡。

扩大新能源汽车出口。深圳将加快提升深圳新能源汽车产能，支持在深圳注册并通过深圳口岸出口整车的汽车生产出口企业扩大出口规模。提高港口物流便利化水平，推动重点船公司在深圳港设立固定外贸滚装船航线，对承运出口汽车的船公司给予停车费和港口作业包干费全额补贴。

车辆限购城市名单(汽车限购令)

中国经济网北京5月31日讯-今日下午，国家发改委召开新闻发布会，解读国务院常务会议部署的一揽子稳定经济政策措施。国家发展改革委、工业和信息化部、人力资源和社会保障部、交通运输部、商务部等部门负责同志出席会议。

上海新报记者：国务院稳定经济的一揽子措施中提出了放宽汽车限购、降低汽车购置税等措施。商务部有哪些增加汽车消费的具体措施？

汽车工业是国民经济的支柱产业。汽车消费社会零占比高，增长空间大，带动作用强，是扩大内需、拉动消费的重点领域。目前，中国汽车保有量已达3.07亿辆，超过美国跃居世界第一，汽车销量占社会总量的10%。

今年以来，由于疫情蔓延和芯片短缺，汽车消费增长面临压力。特别是4月份，汽车供需大幅下降。规模以上单位汽车零售额同比下降31.6%，拉低社会零总量同比增速2.7个百分点。稳定汽车消费对于促进消费的回升和整个汽车产业链的可持续发展有着非常重要的作用。

党中央、国务院高度重视。国务院办公厅4月发布《关于进一步释放消费潜力促进消费持续恢复的意见》，提出一系列促进汽车消费的措施。近日，国务院常务会议审议通过了一揽子稳定经济措施，通过政策稳步增加汽车等大宗消费。这些措施非常及时有力，大大增强了市场信心，对提振汽车消费具有重要意义。

下一步，商务部将认真贯彻落实党中央、国务院决策部署，会同有关部门出台细化落实措施，推动汽车由购买管理向使用管理转变，确保相关措施尽快见效，促进汽车市场持续稳定发展。重点在两个方面：一是稳定增量，增加新车消费；二是盘活存量，扩大二手车流通。在新车消费方面，引导汽车流通企业用好乘用车购置税阶段性减免，鼓励有条件的地区以旧换新，扩大新车销售规模。支持新能源汽车购买和使用，打破新能源汽车市场地方保护，深入开展新能源汽车下乡活动，积极支持充电设施建设。支持汽车进口口岸地区开展平行进口业务，完善平行进口汽车环境信息披露制度。二手车流通方面，加快取消对二手车交易的不合理限制，严格落实全面取消二手车限迁政策，推动进一步取消限制，完善二手车市场主体登记、备案和车辆交易登记等规定，方便企业开展二手车业务，促进二手车商品化、规模化流通，盘活汽车市场存量。

近期，各地积极落实国家稳定增加汽车消费的部署。一些汽车限购的城市，如上海、深圳，增加了车牌指标。吉林、重庆出台了新车购置补贴、汽车以旧换新、支持新能源汽车消费、方便皮卡进城等政策。我相信，随着各项相关措施的实施，汽车消费将继续稳步回升
